Book reviews can reveal good information in their own right. One such case is the review of Aimi Hamraie’s book, Building Access: Universal Design and the Politics of Disability. The book traces the history of universal design from the 1950s in the United States to current ideas. Hamraie discusses the issues of the politics of disability from both design and disability perspectives.
Chapter 4 of the bookdiscusses how the curb cut campaign in the USA became disability politics in action. Curb cuts cannot be considered universal design because they don’t benefit everyone. They do not further the rights or inclusion of people with disability. However they became a sign that people with disability had rights that were being ignored.
This is an academic text of value to both design and disability studies.

A new Australian study found that older people who live in separate houses walk more than those in retirement villages. The Curtin University study accounted for several factors before coming to this conclusion. It adds to the literature that for most people, staying put in your own home is the best way to age. Of course, we need homes and neighbourhoods designed to support this. While the study has some limitations, it is another angle on staying put versus age segregated living arrangements.
The aim of this study was to assess whether housing type is associated with objectively measured physical activity among community-dwelling older people. In total, 430 Australians aged 60 years and older completed a survey and wore an accelerometer for a week.
Participants living in separate houses were found to engage in higher levels of activity compared with those living in retirement villages. In addition, those living in separate houses and apartments were significantly more likely to meet the physical activity guideline of 150+ min/week compared with those living in retirement villages.
Understanding inclusion – how can we make it happen?
Architect Mary Ann Jackson has written a thoughtful article about built environment practitioners and their continued lack of understanding of our human diversity. She points out that little is known about the extent of inaccessibility and that legislation is all very well, but it doesn’t reflect the real lives of people. So how can we make inclusion happen?
Her article explores the question of how might an understanding of models of disability and human rights inform the improvement of access at a neighbourhood scale? She argues that built environment practitioners must engage with users, with people with disability to inform their understanding of what makes (unintended) barriers to access and inclusion. When people use the term “vision impaired” it doesn’t necessarily, or even, mean the person is blind. There are several vision conditions that reduce eyesight which cannot be corrected with glasses. Vision loss is common as we age so there is a lot to be said for shopping with universal design. A study showed that a focus on people with low vision was good for everyone.
Creating an enjoyable shopping experience for people with low vision improves the experience of people with good vision as well.
The basis of the researchers’ thinking is that the two groups are not mutually exclusive. Small tags on garments with prices and sizes in small print is something we can all relate to. And most of people want to spend their time efficiently so moving things around in shops isn’t helpful for anyone.
The findings show that people without a vision impairment benefit for accommodations for people with low vision. Thinking about the two groups together is a critical first step in creating a universal retail experience.
Vision impairment is a rising concern, and there is a stronger push towards a more inclusive retail experience. However, these accommodations are often conceived as an altruistic movement that only help people with low vision.
This study attempts to bridge the current scholarly literature on the two groups to examine how helping the former can also enhance the shopping experience of the latter. It is not possible nor effective to think of the two in isolation; in the real world, there is a single store frequented by all.
Through a survey of 80 non-vision impaired respondents, the study found that they would also benefit from modifications in-store layout, price tag, product signage, and aisle signage designed to help the visually impaired.
Shopping complex design
In most countries new shopping complexes must comply with current disability access standards. However, that doesn’t guarantee a comfortable, safe or convenient shopping experience for everyone. An article published in Sustainability discusses the adaptation of the classic principles of universal design to suit shopping environments.
Usability, safety and comfort were seen as the key design elements. The article includes a literature review and a study of six shopping malls. Although the study was carried out in a developing country, Iraqi Kurdistan, the model and survey results are applicable anywhere. It provides useful information for those designing buildings in this context. It is good to see a detailed review of shopping complex design, and a model for design criteria.

Shopping is a common human activity. It gets us out of the house and mobilising. It helps connect us to our neighbourhood. But the shopping experience of people with low vision is another matter. They are limited to familiar places where they can confidently and independently purchase what they need. This means there are no spontaneous shopping choices. So is this good for retail business and the private market?
The “blind district” of Lithuania is a place created during Soviet rule. It provides fertile ground for research on this topic. It also allows comparison with other parts of the city and the differences in shopping experiences by people with vision impairment. An article published in the Journal of Public Space covers the history of the blind district, disability rights, participation in the market and urban accessibility. The second half of the article is where the research project appears. A novel approach to this topic.

The United Nations Convention on the Rights of Persons with Disabilities (2006) recognises access to consumer goods and services in the mainstream private market as essential for full participation in society. Nevertheless, people with impairments rarely enjoy the same rights and consumer experience as non-disabled individuals.
(in)Accessibility of public space is an important factor shaping how accessible the private market is for people with disability. It demonstrates how category-driven accessibility segregates people with disability. This creates social and consumer isolation, and becomes a marker that accentuates difference and separation between disabled consumers who live in accessible districts, and the rest of the population.
To illustrate the case, the paper uses empirical evidence from mystery shopping in retail outlets and qualitative interviews with people with vision impairments who live in the ‘Blind district’ in Lithuania. The district was developed by the Soviet Union (1949-1990) to boost the participation in the socialist labour market economy.
Is there a link between an age-friendly urban environment and sustainability? This is a question posed by a group in Hong Kong. They carried out an on-street surveyto see what the links are, if any. They claim that “The empirical results suggest how the aging‐friendly factors have impacted the economic, environmental, and social sustainability to a certain extent”. Among other results, outdoor spaces were not found to be a planning factor, but community support and health services were. The abstract below gives more detail. This paper shows how it is possible to bring different disciplines together rather than having them compete for attention. That is also apparent when taking a universal design approach to planning.

Abstract: The aging population is one of the demographic changes in the 21st century. World Health Organization defines an age‐friendly city as a place that has an “inclusive and accessible urban environment that promotes active aging.” It receives considerable attention in the field of gerontology and contains important aspects of sustainable urban development. Unfortunately, there have not much research that addresses the relationship between aging‐friendly and sustainability. There is a need to modify the market mechanism to achieve environmental objectives while striking a balance between social and economic considerations. This paper aims to empirically examine the integrated relationships between the dense urban environment and the social and emotional needs of the elderly in the Hong Kong context. The on‐street survey was conducted in eight districts in Hong Kong to collect the opinions about aging‐friendly criteria and sustainability indicators. It utilizes principal component analysis and multiple regression technique to unveil the mask of their intrinsic relationship. The empirical results suggest how the aging‐friendly factors have impacted the economic, environmental, and social sustainability to a certain extent. Notably, two key findings were revealed from the empirical results. (a) “Outdoor Spaces” is consistently found not to be a planning factor that can enhance three types of sustainability, irrespective of the age groups in Hong Kong; (b) “Community Support and Health Services” is regarded as a significant factor, with the exception of economic sustainability (age group ≤60).
The principles of Design-for-All are used for the basis of an efficient and effective planning action tool in this academic paper from Italy. It brings together quality of life, multi-functional spaces, environmental sustainability, and inclusive urban planning strategies. The claim is that Design-for-All approach “represents a solution for matching people needs to urban environmental quality improvement”, and that inclusive planning strategies can support an ecosystem services network.

Abstract
Nowadays city environment shows the presence of a mixed variety of elements, as natural, semi natural and anthropic components that build up both structure and connections of the urban context. This specific structure shapes and directs space and its functions strictly connected with their sustainable potential uses and sustainable development opportunities.
The lack of rules and proper planning methods produces inefficient use conditions by resident citizens, entropy, functions’ reduction of ecological networks and deep environmental impacts. The consequence comes out to be a great widespread life quality decrease in urban areas.
These thoughts lead the authors to rethink the definition first and then the place concept own interpretation, as a theoretical reference approach and in a particular way of the urban place, as an anthropic action useful in a multidimensional relationship analysis.
Based on these considerations, the aim of the paper is that to introduce design for all as an efficient and effective planning action tool able to get sustainable operating strategies to match both people needs and urban system quality of life protection and enhancement in a long term timeline analysis.
Although architects might propose universal design principles in designs, it seems that Australia is not the only country where clients are ambivalent at best and resistant at worst in terms of inclusive thinking. In Clients’ Approach to Universal Design – A Slow Change? Sidse Grangaard of the Danish Building Research Institute reports on the research into why clients are not interested in going beyond basic building regulations. Abstract: When new buildings do not comply with the accessibility requirements of the Danish Building Regulations, the main reason is often attributed to a lack of knowledge and prioritization. It is the experience of architectural firms that clients decide their own focus on accessibility during the design process, and also whether the level of accessibility should be higher than that stipulated in the Danish Building Regulations. Post-occupancy evaluations point out that when the client is particularly conscious of, or ambitious about, accessibility/Universal Design (UD), the result is a building with an extensive level of accessibility. Thus, the client is a key figure for the project and the level of ambition. Based on interviews with 15 Danish clients, this paper presents a characterisation of their conception of Universal Design. It is significant that, as a concept, UD has not gained currency among the clients that let their ambition level be defined by the Danish Building Regulations. In order to capture differences between clients, a description of the client’s conception of users and designs is based on an analytical framework about the concepts of particular, universal, market and equality. The analysis shows that three conceptions about accessibility/UD can be characterized among the clients: 1) accessibility by design, 2) broad accessibility 3) added value. Above all, the findings show that a development is going on towards UD, although slowly.

Are high rise developments good for children? This is the key question in a study where children are included in the design of social spaces in high density living. The effects of high rise living on families with children are discussed; the methodology is explained; and tower blocks re-imagined. International examples are discussed and thoughtful design solutions are presented in the conclusions, both within buildings and in spaces surrounding them.
From the introduction: “The significance of the skyscraper typology persists as populations grow, land continues to become scarce, and to defy the detrimental social and environmental effects of urban sprawl. What this typology seems to have denied over many years is its relationship with the child. It has led to a rapid decline of children’s physical activity and independent mobility resulting in increased rates of child obesity and other health concerns as described by psychologists and medical professionals across the country.” The author is Suruchi Modi, an architect and urban designer with a specialisation in Tall Building Design from the University of Nottingham UK. There is a useful list of references at the end.
Interesting results are reported in an engineering and mathematics research paper from Europe on the costs of including both sustainability and inclusive design thinking in dwellings. All costs involved in constructing a home were taken into account: materials, labour, construction, and the running and maintenance costs of sub-components over the entire life-cycle of a home, which is a nominal fifty year period. The authors claim that by taking the cost savings due to efficiency and adaptability of the home, there is a 23.35% reduction in overall costs. Therefore it makes sense to take this path for cost reasons alone: “If it were not for any other reason, like protecting the environment or caring for [people with disability] and for our comfort, there would still be a valid point in using these materials and technologies from the costs’ point of view”. The paper includes graphs and detailed calculation tables. Norway uses the term accessible to signify solutions specifically for people with disability when not required generally in the population. An interesting distinction by Olav Rand Bringa using his 20 years of experience working in the field of universal design. In his paper says succinctly, “The term accessibility for people with disabilities does not broadcast an understanding of qualities beyond the targeted user group”. Consequently other terms try to compensate for this. However, it is difficult to move away from this term because it is perpetuated in legal and other statutory documents. Bringa writes thoughtfully and incisively about the issues of getting language right in order to get inclusion right. An important contribution to the quest for inclusive societies. Abstract: Universal design was introduced as an ideological and technical concept in Norway in 1996 and was introduced in the first law in 2003. Since then universal design has replaced accessibility for people with disabilities in national policies, laws, regulations, standards, projects and everyday language. Accessibility is now used to characterize solutions made more exclusively for people with disabilities or when a high, general quality is not required. Few countries have made this extensive use of the concept of universal design and the concept has faced several challenges from lawmakers, architects, economists, user organizations, entrepreneurs and debaters. This paper reflects on some aspects of more than 20 years of extensive use of the concept of universal design and try to answer the question: Is universal design an academic invention with little extra positive impact compared to accessibility for people with disability, or does the concept defend its supposed role as a step towards a society with equal opportunities for all?

Access to play spaces can improve mental well-being as children grow up according to an article by Alice Covatta. She argues that there is a connection between lack of play and the rise of mental health conditions.
The way we design our urban areas has an impact on play in outdoor locations and this in turn either encourages or discourages play. The article expands on these concepts and uses case studies to highlight the issues and the solutions and introduce play as sustainable design. The article comes from the latest edition of Urban Design and Mental Health, which has several interesting articles.
