Co-designing social housing policy is a relatively new concept in Australia, so it’s good to see tenants involved in policy development. New AHURI research tackles the issues amid the need for urgent reform of the housing sector. Tenant participation leads to benefits for all involved.

AHURI’s summary paper of the research acknowledges the role of champions within organisations who must lead the development of the design processes. Otherwise, they are not successful or sustainable. However, they require resources and support for these processes to succeed.
Attracting ‘representative’ tenants is difficult because those with the most complex challenges often cannot spare the time because they are in crisis. If participation programs are online or use written forms, only those who can read will be included.
What’s needed for successful co-design
Other important findings from the research include:
A toolbox of participatory methods is needed for engagement across the diverse population who have varied needs for housing assistance.
2. Recognition of expertise of frontline staff is an important but untapped source of potential policy expertise.
3. An ongoing commitment is necessary to resourcing, investing in, and training workforces, and building participant capability and supports for policy co-design. And an evaluation program to confirm what works well, under what conditions and for whom.
Gender refers to the social, cultural and economic attributes and roles associated with being male, female or non-binary. These attributes can significantly influence how individuals experience and navigate spaces. This is how we end up with “gendered spaces”. Understanding these nuances is essential for creating inclusive and equitable environments.
The traditional division of labour can influence spatial patterns. For example women bear the primary household tasks which can affect their travel patterns.
A short article by Kavita Dehalwar highlights three aspects that require consideration in spatial planning. Safety and security, universal design and accessibility, and participation and decision-making.
Safety and security
Women and transgender individuals may experience harassment which reduces their perceptions of safety. When this occurs it restricts freedom of movement and limits social and economic activity. Lighting, surveillance mechanisms can mitigate safety risks and engender a better sense of safety.
Universal design and accessibility
Gender-sensitive design considers how spaces are used by men, women and non-binary individuals. Gender-neutral facilities accommodating diverse identities and preferences reduces stigma and discrimination. Taking a universal design approach includes accessibility and convenience for everyone.
Participation and decision-making
Gender dynamics also influence participation in decision-making processes. Marginalised groups are often underrepresented in planning processes. This results in policies and intervention that inadvertently fail to address their needs. Co-designing with marginalised groups is one way forward.
Design impacts on the way we can navigate the world and participate. Gender equity in design is yet another element of designing inclusively.
Rights, responsibilities and opportunities should not depend on gender. Treatment of women, men, trans and gender diverse individuals are often subject to stereotyping or generalisations about roles. But for many designers and policy makers gender equity is a new concept. So the Gender Equity in Design Guidelines are a great help.
The City of Whittlesea in Victoria produced the Guide. As a local government authority the guide focuses on community facilities. It introduces the case for gender equity and has a focus on issues for women. While there is an emphasis on safety and easy access for women with children, gender diverse groups are included.
What the guidelines cover
Many of the features capture the essence of universal design. The twenty page document covers site planning, concept design and documentation for:
Community centres
Maternal and child health
Youth facilities
Community pavilions
Aquatic and major leisure facilities
The Guidelines acknowledge that any building project goes through several stages and has different stakeholders. Consequently, it only covers planning, concept design and detailed design and documentation. The construction phase is dependent upon the follow-through from planning and design.
The aim of the Guidelines look through a gender lens and is therefor not prescriptive. Consequently, regulatory standards and building code compliance and accessibility are outside the scope of the document.
Gender Inclusive Urban Planning
A city that works well for women, girls, and gender non-conforming people of all ages and differing levels of capability supports economic and social inclusion. The World Bank ender inclusive planning and design is:
Participatory: actively including the voices of women, girls, and sexual and gender non-conforming people
Integrated: adopting a holistic, cross-cutting approach that centres gender throughout and promotes citizen-city relationship building
Universal: meeting the needs of women, girls, and gender non-conforming people of all ages and abilities
Knowledge-building: seeking out and sharing robust, meaningful new data on gender equity
Power-building: growing the capacity and influence of under-represented groups in key decisions
Invested-in: committing the necessary finances and expertise to follow through on intentional gender equity goals

Urban planning and design shape the environment around us — and that shapes how we live, work, play, move, and rest. This handbook highlights the relationships between gender inequality, the built environment, and urban planning and design.
The term “Smart Cities” conjures up ideas of good urban planning linking with Internet and communications technology. But how can it be smart if it is not also accessible and inclusive for everyone?
The smart city is about connecting technology with urban planning. But will it solve all the accessibility and inclusion problems?
Women, children and people with disability face difficulties accessing public space. This is because of safety concerns and physical barriers in the built environment. But public space must be welcoming and meaningful for all citizens. This is where community-led activities in designing public space becomes important.
Two researchers looked at digital technologies to see how they could help reframe public space design to be more inclusive. Technology should go beyond data collection to playing a central role in promoting social responsibility. Their research established a framework for creating inclusive public spaces based on site visits and users’ opinions.
The research study emphasises the importance of involving citizens in the governance of public spaces. They provide valuable data and insights about the quality and use of these spaces.
Urban public spaces should be about community building, physical and mental well-being, social interaction, civic engagement, citizen participation, and economic vitality. However, low-income individuals, women, children, and people with disabilities often miss out. The paper discusses:
A framework of eight indicators: spatial distribution, typology, facilities and services, green and humid areas, governance and management, safety, user categories, and user satisfaction.
Involving citizens in leveraging smart technology for monitoring, providing real-time information and services improves facility efficiency, and creates an eco-friendly environment.
This paper promotes the development of an urban public space that caters to the diverse needs of the community, fostering a sense of belonging and well-being for all.
London’s Smart City Strategy
The aim of a smart city strategy is to improve the wellbeing of residents, social life and economic welfare through technology based interventions. Although technology offers several benefits for more inclusive and liveable environments, there are also drawbacks.
Inclusiveness is embedded in the London Smart City Strategy, but there is still room for improvement.
Improving citizen engagement through collaborations, increased transparency, and measures for preventing data misuse and misinterpretation will boost inclusiveness.
The London case study highlights the potential barriers in implementing inclusive strategies for smart cities in practice. The valuable lessons may provide good information for other cities.
City-wide technology offers hope for people with disability, but only if there is a shift towards universal design and inclusive solutions.
An article by Marcin Frackiewicz discusses the possibilities for smart and inclusive cities from a optimistic perspective of technology.
Street cameras to help keep people safe and automatic doors are commonplace technology. And newer ideas such as ridesharing are possible because of technology. Apps for real-time updates for public transport to minimise unpleasant surprises. So what else can we look forward to?
Frackiewicz claims that the use of data for fine-tune urban services enables a place for “undervalued voices”. He optimistically says smart city technology is equalising, by making sure that everyone thrives.
How to design a smart city that’s inclusive of wheelchair users? That was the challenge for a diverse group of engineers. Their project goal was to create a 3D simulation of a smart city that is sustainable and accessible as well as smart.
Underpinning their design concepts were the Sustainable Development Goals. These goals have inclusion and universal design at their heart. The team documented their project from the formation of their group through to the final creation.
Their report shows pictures of their Lego creations, sketches and artist impressions of sites. Smart services are the vision for the future, such as autonomous vehicles and how they will fit into the fabric of our community designs. They also considered smart parking, trains, trash systems and lighting.
This is a very detailed but well-laid out report. It reads more like a story, with plenty to share, including their spin-off into mobile apps. They had planned to do the final presentation using virtual reality, but COVID-19 and a university shut-down cut that short. The title of the 19MB report is, Smart City Simulator: “Phase Two” – The Wheelchair Challenge.
Many Smart City concepts have not taken wheelchair users and their needs into account. Oslo Metropolitan University (OsloMet) assigned a project with the aim of addressing these issues.
We are five international students trying to create a 3D- Simulation of a Smart City with Unity software to solve space and mobility problems. The main part of this task was to create a wheelchair accessible Smart City, as a visual simulation. We decided to focus on wheelchair users and all kinds of limitations: blindness, deafness, mobility difficulties, old, young, and pregnant women.
Existing concepts were analysed and we asked why it is essential to develop Smart City models, and make existing cities smarter. Ideas were exchanged with organizations that helped us to learn more about the everyday life of people with disabilities. We also exchanged ideas with companies already working on making cities smarter, and we looked at the innovations in Oslo.
Based on our results, a Lego model built by Oracle, we asked participants what belongs in a Smart City, and what challenges specifically the participants with disabilities have in their everyday life in cities.
After the research, we decided to create a Smart City in Universal Design. We implemented an electric autonomous public transport system, a smart trash system, a smart parking system and a smart lighting system.
Getting information in an emergency can mean the different between life and death. Or at least the difference between feeling helpless and knowing what to do. But communication is a complex process and not everyone responds to the same methods. So what is accessible information? It’s information provided in different formats.
Easy Read and Easy English use pictures as well as words. These are good for the 44% of the population with a low level of literacy. Targeting this group means people with higher levels of literacy can also get the message. It’s universal design.
Other formats are braille and Auslan, and captioning for videos. The Disability Discrimination Act lists places and services that must not discriminate, but there is nothing specific about information methods. This is something that needs to be made clearer in the legislation. However, the Commonwealth and state governments have policies to cover the provision of information.
Accessible emergency and crisis information
Researchers found four things to improve crisis information.
Accessible information providers, such as Easy Read professionals, are not experts in the subject at hand. They need support from experts such as doctors or police.
2. Accessible information providers need to stay up to date with changing details. Having one direct source is the best way to manage this.
3. Making high quality accessible information takes time and skill. It’s essential to have the capacity and capability ready to act – don’t wait for the crisis to happen.
4. Agencies need to be upskilled. Sometimes crisis information needs to be available immediately such as an evacuation order. Emergency services need more baseline skills to make this information themselves.
Media organisations, businesses and services need to get on board too. The more people who produce accessible information, the better.
War time crisis communication
A Masters thesis on crisis communication for older people in a war-related scenario uses personas as a means of highlighting the issues. Knowing where the meeting points are at a time of crisis are essential, but how best to communicate these. Information channels need to go beyond the Internet and be easily understood. Planning for a crisis from an older person’s perspective automatically includes all ages.
This thesis explains in detail the process used to suggest changes needed for older people to be accommodated in crisis planning.
Crisis preparedness has become a greater focus in Sweden since the Russian invasion of Ukraine in spring 2022. Therefore, information at a national level is required to ensure safety.. However, there is a risk that older people could have difficulties understanding information provided.
The Internet is often used as an information channel, but not everyone can access this. This study investigated different crisis communication channels in Sweden and how they can be tailored for older people. Shelters and meeting points also need to be designed to include older people.
Observations of shelters in Gothenburg and interviews with municipalities were carried out. To guide authorities for future development of crisis information a combination of guidelines, personas and concept proposals are suggested. The concepts proposed are a physical shelter map that can be printed directly from the shelter map MSB (Swedish civil contingency agency).
Proposed concepts for meeting points are a brochure with information about the meeting points that each municipality will offer their citizens. Proposed solution for prioritising the elderly at a meeting point is also suggested with a queuing system and an “area for elderly”.
To understand the concepts and feelings involved, storytelling for both proposals was developed explaining the user journey. This project can be used for further exploration of concepts proposals and development of crisis communication channels and planning for meeting points.
Design can have a dark side, often as a result of unintended consequences. This can happen when designers have just one group of people in mind, or when good design ideas are changed at the last moment. The Fifth Estate article about the Howard Smith Wharves in Brisbane illustrates how good design can morph into bad design.
The wharf development was supposed to be a vibrant playground for ‘lovers of the good life’. The development included restaurants and an active transport corridor along the river. The path required separation with line markings, but all this changed just before opening.
A gravel path was installed with the idea that this would be a “go slow” zone. Of course the community objected. A key city thoroughfare was disrupted and the gravel reduced accessibility. And new safety hazards arose because of no line markings. Who then were the ‘lovers of the good life’? Image above from Facebook.
Design is powerful. It can include or exclude. While many designers are doing their best to be inclusive, others are deliberately creating hostile designs. Why do this? It’s under the heading of “defensive architecture” – ways to prevent crime. But should this be solved with design – it’s the opposite of universal design.
An article from UNSW begins, “Spike, bars and barricades are not typically things you would associate with a park. But it turns out they are part of a growing suite of hostile design interventions in public spaces.”
Creating urban discomfort
Spikes are embedded in flat surfaces underneath bridges to deter rough sleepers. Seats and flat surfaces made too uncomfortable to sit on for any length of time. Flat surfaces act as seating for those tired legs. Meanwhile, it goes against all the principles of universal design and encouraging people to get out and about.
“I believe design functions like the soundtrack that we are not fully aware we are playing. It sends subconscious messages about how to feel and what to expect” says John Carey in his Ted Talk. So what good is design if it’s not for everyone?
John Carey calls fellow architects to create places and spaces for people other than themselves – who, for the most part are white males. “Dignity is to design is what justice is to law and health is to medicine”. “The design reflects back to you your value”. “If good design is only for a privileged few, what good is it?” “Good design shapes our idea of who we are in the world and what we deserve.”
Unlike law and medicine, architecture has failed to attract and sustain women and people of colour. This is a passionate talk that does not mention accessibility specifically, but is a call to consider everyone in designs. Check it out.
Industry’s ideas about the usability of their products doesn’t match those of older people. That’s what the Centre for Modern Ageing found in their survey of 1000 older people and product design. Given Australia’s ageing population, product designers should focus more on making everyday products more user-friendly. That means taking a universal design approach and using co-design methods.

Grip issues related to slippery handles, tight lids, weight of products, and small text on labels and confusing instructions weren’t helpful either. Product packaging is also a challenge and probably not just for older people.
Electronic devices with menus and different functions as well as issues connecting devices to others and to networks were difficult and challenging.
TheInclusive Design Toolkitfrom the University of Cambridge has an Exclusion Calculator to show how many people can’t use a design due to their level of capability. It covers most of the issues discussed in the report. It’s an excellent online resource for product designers.
Note that some designs are potentially covered by the Australian Disability Discrimination Act.
Useability of small kitchen appliances
Meal preparation is something most of us do every day. It’s not until you can’t do it that you realise how much it impacts on wellbeing, independence and quality of life.
Researchers from the University of Wisconsin-Milwaukee worked with General Electric to develop an audit tool they can apply to the design of their small appliances. The tool can be used by engineers, retailers and individuals as well.
The title of the tool is Small Kitchen Appliance Accessibility and Universal Design Information Tool (SKA AUDIT). It includes 7 features: doors, lids, dials, on/off water reservoirs, buttons and “ready” indicators. Both physical and cognitive conditions were considered in the development of the tool.
Arthritis is a common condition and is not often referred to as a disability. However, the pain of arthritis is disabling. So how to design out pain? Design Council ran a workshop with people with arthritis. They found that no-one was interested in special products, which are often stigmatising. So the principle of inclusive design became the top issue.
“Inclusive design is crucial. You have to step away from the idea that it’s “older people” having a problem and start looking at a universal problem and therefore a universal solution.”
They found the most important thing is that people want desirable, stylish, mainstream products that anyone would want to own. People don’t want medicalised, stigmatising equipment. Clearly, including the user-voice is the way to design for all rather than the mythical average.

Inclusive instructions for domestic appliances
Is your new kitchen gadget or appliance intuitive to use? How about the instructions on the device? Every model of microwave, even within the same brand, has a different operating system. This doesn’t help. And some of the icons that are meant to guide the user don’t make sense to everyone in the same way. So what can industrial designers do about creating inclusive instructions for domestic appliances? A human-centred design approach provides some answers.
Three researchers looked at how this problem can be solved because kitchen appliances are an essential part of life now. Their study took the perspective of older adults, which implies they are the only group with cognition and mental processing issues. Once again, what might be good for some will be good for many others.
The researchers came up with a coding system to help designers and used a microwave as the case study. The coding system considers four aspects of users’ interactions with a microwave. Briefly they are:
Information processing – gathering and interpreting information
Interactions with the microwave’s user interface and control panel
Listening to the users as they use the device
Impediments to the user’s workflow
The study describes their process for developing the coding system for designers, and the details each of the four elements of the code. While other studies use a series of personas, this study used real people and their negative experiences. The researchers also linked the microwave use with ready meal packaging. This allowed them to see the difficulties in interpreting the cooking information and relating it to the device.
Getting it right for users
Simple turning knobs and switches with numbered dials are a thing of the past. So anyone who has difficulty transitioning to a digital display is going to be disadvantaged. Microwaves are an essential tool for people who have difficulty preparing a meal because they can heat ready-made meals.
Poor organisation of information appeared to be a powerful factor in influencing users’ information processing and interactions. The key appears to be getting both sequencing information together as well as activity grouping information. This poses further challenges.
Involving real people and not personas is the key to resolving design issues for users. The researchers acknowledge that getting it right for older people means benefits for many other users.
You’d think health care workers would know about disability, but apparently, disabilities are not discussed or taught in a health care context. Questions over quality of life, ability to decide and choose are all issues that affect people with disability when interacting with the health profession.
An article written by two nurses calls out ableism in health care. Ableism occurs when a person with disability experiences discrimination or prejudice from a health care provider.
They can underestimate the person’s quality of life or competence which affects their level of care. Patients need to feel safe and not to be fearful of being judged or not being heard.
Case study
The article uses a case study of a 60 year old women with Down syndrome to illustrate the issues during the COVID pandemic. This case is not about the care provider being ableist, but being an advocate for the woman. The doctor was pressured by family members to activate the do not resuscitate (DNR) code when the woman entered ICU. The doctor persisted in advocating for the patient and she eventually recovered.
Communication with patients is key. Patients with cognitive disabilities may face attention, memory and comprehension challenges. Nurses must therefore adapt their communication style, learn about the disability and avoid negative language that insults or demeans.
The authors encourage nurses to advocate for people with disability within health care services and in the design of environments.
Ableism isn’t just about patients – it includes family members, and other health care workers. Knowledge can help overcome stereotypes and stigma and improve health and wellbeing for all. Knowledge also helps nurses and other health professionals to feel confident when engaging with people with disability.
“People with disabilities can be any age, face chronic health conditions or mental illness, belong to a minority group, experience low income or housing insecurity, have limited English proficiency, or a combination of many of these conditions. To better understand the effect of health inequities and the manner in which they affect Social Security Administration’s (SSA) disability programs, the National Academies hosted a public workshop in April 2024 that examined the variety of different experiences of individuals with disabilities and the consequences of those experiences on an individual’s health status, medical record, and SSA disability determinations.”
A book of long abstracts from the International Conference on Architectural Science and User Experience shows how varied this topic is. From Biophilic design and carbon reduction to environments that stimulate play and primary school design. One paper discusses the difficulties the architectural profession might encounter for new requirements to design inclusively. Time for some social science in architectural degrees?

Architecture of inclusion
Architectural knowledge about designing for people with disability was held back by committing people to institutions and group homes. Consequently the teaching and design skills have not kept up with the times. The tendency is to conform to existing regulations, rather than being a driver of innovation.
New references in the National Standard of Competency for Architects around designing for disability require graduates to demonstrate these competencies. Using the experience of the inclusion of Indigenous competencies in the National Standard, this paper explores the difficulties the profession and teaching institutions may encounter around identifying people with lived experience working in architecture, or as design teachers.
The paper discusses the units of competency and relevance to building codes, standards and planning controls including barriers to access for all. In essence, educators and practitioners must draw on building and environmental sciences and social sciences in their preliminary work.
Skills in diversity equity and inclusion are not supported with legislation. The challenges for architecture courses is the lack of disability knowledge and Indigenous knowledge. University systems, structures and teaching competencies are challenged by these new requirements.
Architecture needs to move on from ‘risk’ in administrative processes such as contracts, to progressive themes including care for Country and equitable access.
The title of the conference proceedings is, Architectural Science and User Experience: How can Design Enhance the Quality of Life. It consists of short papers rather than full papers.
Claire O’Neill from the University College of Cork uses the UN Sustainable Development Goals to underpin her work on the ENGAGE Programme. SDG Goal 4 is about inclusive and equitable education to promote lifelong learning. She explains how she used it to design the Programme for neurodivergent adult learners.

The 4 Pillars of Neurodiversity
Neurodiversity occurs naturally. No neurotype is better than another. Neurodiversity operates like other dimensions of equality and diversity. There is a collective value and strength in diversity.
The Programme is influenced by the three principles of Universal Design for Learning (UDL). Briefly, they are about providing multiple means of engagement, representation, and expression. In essence, the why, what and how of learning that motivates learners and gives them access to knowledge.
The ENGAGE is an acronym for each workshop within the programme’s framework and builds on the UDL concepts. The programme was developed with autistic adults and the Thriving Autistic and Galway Autism Partnership. The aim is to be a safe, inclusive and equitable way for neurodivergent adults to learn.
Participants were highly satisfied with the programme because of the neurodiversity-affirmative approach and the spirit of collaboration. They also appreciated the online environment and spirit of co-operation.
Beware the diagnosis – it leads to stereotypes and misplaced assumptions. This was one of the findings from a research project at Griffith University on digital equity. A common assumption is that people with autism find it difficult or stressful in social situations. For example, university discussion groups and making presentations. An assumption that follows is online learning would be their preferred learning method. Turns out this is not the case.
Digital equity for everyone
All students had difficulty with online content for three key reasons:
Students had problems identifying which parts of the online content were most important.
They needed clarification of content by instructors to aid their online learning
Students found it helpful when the instructor communicated links between content across the weeks or modules.
So, the diagnosis is not the person. The research paper includes a literature review and a survey of students who identified as having autism. It has much useful information regarding the design of teaching and learning. The major point is that what’s good for students with autism is good for everyone.
The title of the study is, “Online learning for university students on the autism spectrum: A systematic review and questionnaire study”. It was published in the Australasian Journal of Educational Technology – special issue: Digital Equity. It’s open access.
From the abstract
Online course delivery must consider the equity of the learning experience for all students. Online delivery may reduce challenges and stressors present in face-to-face delivery and promote student learning for specific student groups including autism. However, the experience of learning online for autistic students is largely unknown.
Findings from two studies identified that the online environment provided both facilitators of and barriers to the learning experience for autistic students. The way design factors are employed in online delivery can create barriers to the learning experience.
Inclusive practice in higher education
The 2016 Journal of Inclusive Practice in Further and Higher Education includes papers from the International Conference. All articles include the concept of universal design in learning with a focus on neurodiversity. It covers methods and research in higher education and transition to work.
Contributions to this journal encourage emancipatory methods with neurodiverse people, particularly involving their personal experiences. The Journal is published in Word format making it widely accessible.
The papers cover a diversity of topics such as academic access for diverse learners, thinking and practicing differently, experiences of staff, links between perceptual talent and dyslexia, and modification of exam papers.
Study tips for neurodiverse students
The amount of study work required can be a bit of a shock for some students. So, it’s important to develop study habits and techniques that match their working styles. 40 Study Tips for Neurodiverse Students lists different techniques for students to try out. Studocu is an online resource for university and college students to help them with their study techniques. It provides free study notes for courses which are provided by the student community.
Public transport infrastructure in Queensland is undergoing significant design changes using co-design methods. The new Cross River Rail project embraced the concept of co-design to ensure new and upgraded infrastructure is fully accessible. The result is a transport infrastructure co-design toolkit as well as accessible trains and stations.
Co-design of large-scale public transport infrastructure spans several stages in the design process. Consequently, embedding a culture of co-design across the organisation is essential in the planning, development and implementation stages.

The authority responsible for the project collaborated with the disability community and established strategic priorities to support ongoing infrastructure design.
Accessibility agenda
First there needs to be an accessibility agenda – finding out the diversity of accessibility challenges. That means establishing ways of working with the disability sector to drive decision making. However, there is a risk that some of these priorities disappear in pre-project activities such as feasibility studies and technical requirements. Some decisions made at these stages cannot be changed as they lock in key aspects of the design.
A culture of accessibility
An organisation-wide culture of accessibility is essential for the success of projects. Without this culture change the potential for “gaps” in the travel chain will arise for travellers. Sharing information across the different transport organisations and contractors and consultants is a must. By consolidating the knowledge base across the sector, it eventually gets easier to create inclusive public transport projects.
The title of the Toolkit is, Embedding Accessibility Co-design into the Delivery of Public Transport Infrastructure. The document is the result of research collaboration between the Hopkins Centre and the Cross River Rail Delivery Authority. The outcome has established a clear set of priorities for continued support of changes including those already underway. They key element is co-design with the disability community.
Toolkit contents
There are three parts to the document: Context and background, Outline of the co-design process, and Facilitating the co-design process. The appendices have extra detail and additional resources.
The Appendix on co-design mindsets appears to follow the theory of the once popular Myers-Briggs Type Indicator. Nevertheless it does indicate that different people think differently – a concept aligned with Universal Design for Learning. It means people should be given the opportunity to express their thoughts in different ways.
